1995 Los Santos
City On Fire
1992, Much has changed in the city of Los Santos since the events of GTA: San Andreas, which caused a power vacuum among the gangs of southside LS back in 1992, sparking an all out war between the Ballas and the Families in particular. Drive-by shootings, assaults and arson were a daily occurrence in South LS and many of the other gangs refused to intervene or assist either party in the war.

Following the death of an innocent bystander at the barber shop located on Carson avenue the C.R.A.S.H dept of the Los Santos Police department is called in to intervene and hopefully put a stop to the endless retaliation between the two gangs. They’re given free reign to do whatever they please to reach a positive conclusion to the gang war, much to the plea of many of the citizens of Davis and Strawberry.

Following the so-called “discoveries” made by C.R.A.S.H, many raids are conducted in residential areas across South Side, as well as many random traffic stops. Leading to a massive increase in arrests and an excess of prisoners in Bolingbroke Penitentiary. However this doesn’t put a stop to any of the violence in Southside. The C.R.A.S.H dept increased their efforts in trying to quell the situation much to the demand of the mayor, however resulting in many complaints of corruption.

During what was believed to be a routine traffic stop on Strawberry Ave, in which 3 officers including 1 senior officer used excessive force in the apprehension of a male. Resulting in the “accidental” death of that individual. This was witnessed by many bystanders and filmed by an anonymous individual, recording the whole scene on their camcorder. This individual, who refused to be named, later submitted the film to Weazel News. Weazel News promptly published the story. What resulted afterwards was the subsequent charging of the 4 officers involved.

The following trial would be held in the Davis courts located in South Los Santos, which received extensive media coverage from news agencies from all over North America. Following many deliberations made by the jury, the officers were acquitted of all charges. Sparking massive riots across Southern Los Santos. The resulting unrest resulted in a temporary armistice between the Ballas and the Families. Riots ensued for the week following the verdict, resulting in the indiscriminate destruction and looting of many businesses across South LS as well as damage to government property.

What resulted was over 500 million dollars in damage, half of which resulted from damage to Korean businesses in South Los Santos. Causing many Korean Americans taking up arms in an attempt to prevent damage and the theft of their livelihoods. Over the week of rioting at Least 52 people died, and over 1000 people were injured as a result of the rioting. The 135th Airborne division of the Army (about 5000 Personnel) is deployed out of Fort Zancudo to several federal facilities to assist local police. Resulting in the cease of much of the unrest in South Los Santos as efforts were made to quell the remaining rioting.

Following the end of the riots the Chief of Police was forced to resign. Many businesses across Souther Los Santos attempt to rebuild, however see no support from the government or from their neighbours. Following the exposure of the corruption of the Los Santos Police Department, the corruption of the C.R.A.S.H unit begins to get unveiled en masse as people across Los Santos make their voices heard. The armistice between the Ballas and Families remains as people continue to rebuild across South LS.
Rise Of Crime
1993, due to an increase in homelessness that resulted from the loss of many businesses and homes, the crime rate skyrockets in Los Santos. Leading to an increase in gang activity and drug-related violence across South and East Los Santos. Many of the gangs take advantage of this, expanding their territories as well as their ranks. Including that of the Ballas who due to their increased numbers, begin to push pressure on the Grove Street set of the Families. Over the past few years the Grove Street set saw the loss of many of their OGs either through death or disappearance. Thus they lacked the leadership that many of the other gangs had in Los Santos. Because of this they were thrusted into a conflict they were not prepared for.

What resulted from the short conflict was the deaths of 2, and the arrest of 4 members of the Grove Street set of the families, which resulted in the loss of their territory on Grove street. Many of the remaining members of the Grove Street set either merged into the Chamberlain hills set of the Families or moved on, leaving that life behind. Tensions never returned to normal between the Families and Ballas as the Families would continuously try to regain control of Grove Street.
Tensions would remain high in the Korean community as they were found to be the main victims of much of the destruction caused by the riots of ‘92. Many of them turn to a life of crime following bankruptcy as they've gone into debt and forced to join the Kkangpae (Korean Mob) within Little Seoul, sparking a massive growth in their numbers. The Kkangpae shows a heavy presence in Little Seoul and serves to protect many of the businesses there, as long as they pay their dues. Due to their close proximity with the Triads, the two factions came to an agreement to avoid conflict altogether, creating what some would call a faux alliance.
A rise in crime in Los Santos would bring forward a rise in the Crack epidemic in Los Santos, leading to devastating effects in the community and an increase in petty crimes. The C.R.A.S.H unit, much to the complaints of many of the citizens, would return from their short hiatus following the riots, to continue their work in South Los Santos in an attempt to quell the distribution of Crack. However they wouldn’t see much success, mostly causing more issues with the actual victims of the drug. The Governor of Los Santos would launch anti-gang initiatives and community programs in an attempt to assist those struggling in South Los Santos.

Peace
1994, following the implementation of many community outreach programs much of the crime and drug issues were corrected. However that isn’t to say they didn’t exist. That past three years would bring a rise in Hip-Hop and Gangsta Rap culture in Los Santos, resulting in many songs speaking on the issues plaguing Los Santos. Bring nationwide awareness to the situations affecting the city as their voices were heard through the help of the radio.

Los Santos
Los Santos, 1995. A city pulsating with life, dreams, and the scars of its past. It stands as a beacon of hope and opportunity to many, attracting people from all over the globe hoping to make it big or find success or just to get away from the hellhole they used to live in, making the city a melting pot of several different cultures and communities. Including that of the Korean community of Little Seoul, and the Latin community of East Los Santos.

The Winter of 1996: The World's Wrath Begin
The Blizzard of ’95 lingers into early 1996, crippling Los Santos. Ports shut down due to ice damage; highways and bridges become unsafe. Local vehicles are stranded, unequipped for snow, leaving many residents stranded and their car ripe for looting.

Spring 1996: Floods, Mudslides, and the Thaw
As the snow begins to thaw, crop fields in the north turn into mud pools, delaying the planting season. Paleto Bay: A mudslide from Mount Chilliad devastates parts of the town, the northern communities come together in a rescue effort. Grapeseed and Sandy Shores: Lake Alamo floods, displacing residents and destroying farmland.

Summer 1996: Earthquakes and Chaos
A major earthquake strikes off the Coast of Los Santos followed by a tsunami, causing damage and chaos across the city. Relief efforts are delayed as the Tsunami hits the mainland as well, leaving Los Santos residents to fend for themselves. Riots erupt as local governments fail to provide sufficient aid, while state entities are flooded with calls for help.

Fall 1996: Riots and Gun Violence
After massive budget cuts, gangs and militias seize control of entire city blocks. Grapeseed and Paleto Bay become battlegrounds for food and work. Gun violence surges as desperation rises, leading to further delay in relief efforts.

Winter 1996-1997: Rebuilding Begins
Many residents remain without power as recovery efforts continue. The National Guard is mobilized to retake control of the city. Mayor Troy Donahue elected on the premise of privatizing city assets to fund reconstruction.

Spring 1997: Corporate Greed Takes Hold
Mayor Donahue sells city assets to foreign banks instead of using them to make money for the state, outrage ensues. Humane Labs secures water rights to Lake Alamo, draining it dry for private projects and devastating agriculture.

Summer 1997: Merryweather Moves In
Merryweather secures a government contract to control shipping lanes, ensuring imports aren’t stolen or delayed. However, corruption within Merryweather leads to inflated prices for the little man, as corporations line Merryweathers pockets. This shuts down small businesses and creates shortages, further exploiting the population.

Fall 1997: Tech Boom Amid the Chaos
Despite the hardships, a tech boom begins as foreign investors fund startups in Los Santos. The wealthy thrive while the majority struggle, widening the gap between rich and poor.

Fall to Winter 1997: Gun Buybacks and Corporate Control
Mayor Donahue implements a gun buyback program and bans large-caliber firearms. All weapons sold by Ammu-Nation are now registered in a government database. Major utilities are privatized, leading to inflated costs.

Winter of 1997: Freeze on Corruption
FIB indicts Mayor Donahue on a slew of charges Mayor Donahue is found to be storing and selling bought back guns instead of destroying them Was found to have bribed county officials in the sale of Lake Alamo to Humane Labs Looking at murder for hire charges, as evidence has come up that the Mayor had a port official disappeared to help Merryweather secure contracts.

Los Santos 1998:
The city bears more scars from the recent years. A lot changed between 1995 to 1998. Groups and institutions rose to grand heights, before falling to the dirt like a forgotten memory. The city is once again a beacon of that hope and opportunity it once was in '95. Much has changed; The landscape, the people, the culture and ideals of the past few years, but much has also remained the same.

​Lore Factions
Aztecas
A Mexican street gang and one of the oldest gangs in San Andreas, they draw pride and inspiration from their ancestral roots. Although smaller than some of the other gangs they have many respected OGs who solidify their strong leadership and give them guidance. Wearing light blue colours, they mainly reside in Northern Rancho, Los Santos however also have a presence within Blaine County.

Ballas
One of the most prominent gangs in Los Santos, they are known for their historic rivalry with the Families. Almost always dressed head to toe in their purple colors they can be seen in their turf around Davis and parts of Rancho. Their large numbers give them their strength.

Korean Mob
Also known as Kkangpae, they trace their roots back to the influx of Korean immigrants in Los Santos. Situated in Little Seoul, they often operate in secrecy and have a vast hierarchy. They are known for their attention to tradition, discipline, and ruthlessness, they aren’t a force to be taken lightly.

Marabunta Grande
The Marabunta Grande consists of people of Salvadoran background, known for their facial tattoos and blue clothing. Although like the Aztecs they are one of the smaller gangs in the city of Los Santos they are known for their ruthlessness. They reside in El Burro Heights however, they can be seen conducting business inside and outside of Los Santos.

Russian Mob
Also known by their Russian name “Solntsevskaya Bratva”, the Russian mob consists of primarily Russian immigrants who emigrated to the US after the collapse of the USSR. Primarily located around Cypress flats, Elysian Island, and the Port. They are known for their secrecy, brutality, and mixture of business and crime. Their reputation precedes them.
The Families
They are known for dressing head to toe in green colors. They have a deep-rooted history in South Los Santos like that of their rivals, the Ballas. Having a strong sense of community they originally avoided the drug trade, however they had to give in order to keep up with the other gangs. They are primarily located in the neighborhoods of Chamberlain Hills and Strawberry.

Vagos
Also known as Los Santos Vagos, they are a large Mexican street gang and are said to be the largest Hispanic street gang in Los Santos. The Vagos are separated into three sets: The North Side Vagos, the Original LS Vagos and the East Side Vagos. They are known to wear yellow colors and control most of the neighborhood of Rancho and parts of Cypress Flats. They are not a force to be reckoned with.

The Lost MC
Starting in 1964 as a group of drug-addicted Vietnam vets, The Lost MC has grown to have chapters across the nation. With thick leather cuts, panhead choppers and meth abuse, The Lost MC is still the epitome of class. Found mostly riding in packs around Sandy Shores and throughout the Senora Desert, their unpredictable nature means that venturing into their area could result in unprovoked violence. Their interests in drugs, weapons, and basically anything scummy means that all other criminal gangs throughout LS oppose them whilst the Angels of Death, a motorcycle club that's been at war with The Lost since 1982, actively try to disrupt their business.

Angels of Death
Founded in 1949, in San Andreas, the Angels of Death have been a permanent presence in the state for generations. They’ve been such a solid club in fact, that they have chapters all over the globe, including the UK and Australia. Although often covered in tattoos signifying their outcasted status from a dignified society, they shouldn’t be labeled as just a band of dumb criminals. Their ability to make conscious business decisions with their drug money lead to them opening a theme park in the state of Leonida. Seriously. The war between the AoD and The Lost MC has been raging for over a decade now and with both clubs butting heads over equally illegal incomes, it doesn’t look like it’s slowing down anytime soon.

G.H.O.S.T
G.H.O.S.T. (Gathering Hidden Operations and Strategic Tactics) is an enigmatic and highly secretive organization, composed of skilled informants and operatives from various backgrounds, including former intelligence officers, hackers, journalists, and mercenaries. Formed in the wake of global political upheaval and the rise of digital surveillance, G.H.O.S.T. operates from the shadows, using their expertise to uncover and disseminate critical information that can sway the tides of power and justice.

Los Sangres Viejos Motorcycle Club
Founded in 1995, Los Sangres Viejos Motorcycle club (translated to "The Old Bloods" from Spanish to English) is a primarily Mexican-American one-percenter outlaw motorcycle club based in Cypress Flats, Los Santos. They were the third MC to be established within San Andreas, after the Lost MC and Angels of Death MC. LSVMC has a hand in all forms of business, whether it be drug production, weapon smuggling, or other forms of under-handed business. From 1995 to 1998, the club expanded outside of San Andreas, forming new chapters in San Fierro, Liberty City, Las Venturas, and the United Kingdom. The club can usually be found in the "Eastside" of Los Santos, riding their custom-built motorcycles from their shop "LSV Customs", or their lowriders. They may operate mostly within the shadows, but they are not to be underestimated, as they have a spider-like web of connections throughout Los Santos, and San Andreas as a whole.

Litrico Family
The Litrico Crime Family traces its roots back to the golden era of La Cosa Nostra (The thing of ours). The family, originally known as the Grotti Family, is embedded in Sicilian traditions and has grown into an empire. The heart of the family's operations lies at Pier 400, where the family has control over the import & export business. After a bloody coup on the Grotti Family, the Litrico Family has inserted itself into the very fabric of Los Santos, and put its hand in every deal it could find, from legitimate businesses all across San Andreas, to the illegal arms & weaponry deals under the table. The Family holds influence and sway over politicians, corrupted cops, and powerful influential players with their deep pockets, vast reach, and absolute control, ensuring that the family legacy lives on forever.

Vipers
The Vipers are a self-described "misfit" group, recognizable by the skull and snake on the back of their green jackets and the buzzing of their matching Hakuchous as they zip through Mirror Park. Establishing their clubhouse in the old Lost compound next to the Diamond Casino, they stayed relatively small and discreet throughout 1995, though developed many connections. In August, a war broke out between the Vipers and the Litrico Family, pulling them more into the public eye. During the conflict, the Vipers used their alliance with Blackmire MC to bolster ranks, and the ensuing battles were felt throughout Los Santos— but ultimately ended in peace talks. After the war, Viper membership expanded. In early 1996, Viper President Tara Klein was hauled off to prison after being connected to a string of cocaine fueled arsons. Despite her absence and the hardships that followed, the group has remained steadfast into 1998.

OOPC
Oro o Plomo Cartel (OOPC) was founded Summer of '95 by Miguel Espinoza in Los Santos, San Andreas and can be identified by their signature folded black bandanas. Their origins and traditions stem from the cartels of Sinaloa, Mexico; Miguel's home. The group’s fearless disposition and violent nature is a testament to their beliefs and values; especially when it comes to their united family. Any attempt against one of their own will be dealt with accordingly. With changing times, the group has taken new and untraditional paths. Most notably in the city's street racing scene thanks to the addition of Danny Lopez and Waco Banksy into the family.
